LendsayCoburnLendsay R. Coburn, 75, of Owensboro, Ky., died Thursday, May 21, 2015, at her daughter's home in Scottsville, Ky. She was born Oct. 4, 1939, in Ohio County, Ky., to the late Roosevelt and Cora Ann Phelps. She was a teacher's assistant for Warrick County Schools and had owned and operated a florist in Hartford, Ky. She was a previous member of North Friendship Baptist Church, where she taught Sunday School and sang in the group "The Lady's Double Trio". She was a member of Yellow Creek Baptist Church, where she sang in the choir. She enjoyed reading, spending time with her grandchildren and serving others with her cooking. She was preceded in death by her first husband, Kenneth Smith; second husband, James Earl Coburn; and siblings, Norma Jean Phelps, Earleen Phelps, Earl Phelps, and Obadiah "Bee" Phelps. She is survived by her daughter, Andrea Kirby (Mike), of Scottsville; son, Kevin Smith (Pam), of Owensboro; three grandchildren, Garrett Kirby, Grant Smith and Griffin Smith; a sister, Geletta Blair, of Bowling Green, Ky.; and several nieces and nephews. Services are 2 p.m. on Sunday, May 31, at the Chapel of James H. Davis Funeral Home & Crematory in Owensboro. Burial is in Owensboro Memorial Gardens. Visitation is from 12 p.m. until 7 p.m. on Saturday and after 12 noon on Sunday at the funeral home. Eagles face Apollo in Third Region opener tomorrow

Ohio County drew Apollo as Monday’s first-round opponent in the Third Region Baseball Tournament. All four regional first-round games are slated for Monday, with Ohio County and Apollo scheduled to be that day’s second game, getting underway at 1 p.m. at Edmonson County High School’s ballpark in Brownsville. Bobby Wise’s Eagles enter the regional with a season mark of 21-10 after falling to Muhlenberg County 6-1 in Thursday’s 10th District finals. Ohio County has beaten six of the seven other teams in the tournament, including a 2-0 home win over Apollo in the third game of the season. The only team OCHS didn’t beat was Meade County, a team that downed the local boys 12-5 on March 23 after Ohio County had jumped out to a 5-0 lead. The complete tournament schedule: 5/25 — 10 a.m. — Grayson Co.(23-11) vs. Hancock Co.(11-21) 1 p.m. — Apollo(29-8) vs. Ohio Co.(21-10) 4 p.m. — Meade Co.(25-5) vs. Daviess Co.(22-12) 7 p.m. — Muhlenberg Co.(17-19) vs. Whitesville Trinity(17-15) 5/26 — 5 p.m.—upper bracket semifinals 7:45 p.m. — lower bracket semifinals 5/17 — 6 p.m. — championship Forecasts for the week indicate a high probability of rain, which could/would call for alteration of the announced schedule of games. *Note: Edmonson County High’s ball field is located behind Brownsville Elementary School.

KSP looking for new leads in Officer Ellis murder

Nearly two years have passed since the murder of Bardstown Police Department Officer Jason Ellis. Kentucky State Police hope a new video plea for information will provide fresh leads about the case.

KSP Public Affairs Officer Trooper Jeff Gregory hopes today's video release will encourage someone, who may have information about the case, to contact authorities.

"Someone somewhere knows something about this murder," says Gregory. "Even the smallest detail could be the information we need to make an arrest in this case. More importantly, we want to provide the Ellis family with closure in their lives."

Gregory says KSP will utilize its social media platforms to blast the video out across the country, including YouTube, Facebook and Twitter.

"Social Media is another platform that we can use to solve crimes by connecting immediately with a local, state and national audience through the Internet."

KSP advises that the reward funds for this case have reached $185,000 for tips leading to an arrest and conviction.

Fiscal Court discusses discretionary funds, renews contract

The newly sworn in Fiscal Court held its first regular meeting on Tuesday, Jan. 13, 2015.

Magistrates had questions about discretionary funds and renewing a contract of a mapping specialist at the April 28 meeting of the Ohio County Fiscal court. — At the beginning of the meeting, during the time to approve the bills, claims, payments and transfers of the fiscal court, Fifth District Magistrate Larry Morphew voiced his concern about money being taken from his discretionary account. According to Morphew, in an earlier edition of the bills, claims, payments and transfers, there was a withdrawal of $3,060 from Morphew’s discretionary fund and at least Second District Magistrate Jason Bullock’s discretionary fund. Morphew advised Bullock of the withdrawal and Ohio County Judge-Executive David Johnston said the withdrawals were taken off the bills, claims, payments and transfers before the court meeting. Morphew acknowledged the removal and asked county treasurer Anne Melton who authorized the $3,060 to come out of his discretionary fund. Melton replied former Fifth District Magistrate Kenny Autry, along with the other magistrates, pledged $3.060 out of their discretionary funds to help pay the monthly utilities of the Promise Home. The Promise Home was the name of the proposed homeless shelter in Ohio County. Morphew reminded the court Autry was no longer there and it was illegal for money to come out of his discretionary fund without his signature. Johnston said the court was going to help pay for the utilities “a different way” and the withdrawal of $3,060 from the magistrates’ discretionary funds was no longer on the bills, claims, payments and transfers list. “I want it reflected in the minutes, I don’t want a penny coming out of my discretionary money, unless I sign for it,” Morphew said. “I want that in the minutes.” Fourth District Magistrate Larry Keown made a motion to approve the bills, claims, payments and transfers. Bullock seconded the motion. During time for discussion, Johnston asked Morphew to call him next time something caught his attention on the bills, claims, payments and transfers. “I’m open to you all. I did hear about it and caught it today and researched it and did pull it off the list,” Johnston told Morphew. “Yeah, why you heard about it, is I found it over the weekend and called some other magistrates,” Morphew said. “So if we hadn’t caught that, it would have passed and come out of my discretionary money that I did not authorize.” Third District Magistrate Joe Barnes also asked no money be taken from his discretionary funds without his signature. After the discussion, the bills, claims, payments and transfers were approved. — County Clerk Bess Ralph came before the court to ask the fiscal court to renew the contract of Bill Smith. Smith, a former mapping specialist for the Green River Area Development District, has been working part-time in the county clerk office helping with mapping and reapportionment since May of 2013. Ralph brought Smith’s contract before the court during the April 14 meeting, but the magistrates wanted to look the contract over before making a decision. Keown made it plain he was not going to support the renewing of Smith’s contract, blaming some of the problems during the 2014 Primary Election on Smith. Ralph was confused on Keown’s reasons for not renewing Smith’s contract. Ralph said Smith had to reapportion the voting districts as outlined by state law in only 28 days. Ralph also pointed out Smith's map was submitted to the court for approval, but was not accepted. The fiscal court made its own adjustments to the voting districts. After the fiscal court made its adjustments, Smith and the county board of elections had to make sure the map was legal and matched the changes made by the court. Barnes asked what Smith would be doing now. Ralph said the Ohio County School Board has just changed its boundaries and Smith would be helping to make sure those boundaries were done by law. Ralph, along with Sheriff Tracy Beatty, PVA Jason Chinn and EMA Director Charlie Shields, all believe Smith’s work is important for the county mapping and 911 Dispatch. Johnston made a motion to accept Smith’s GIS Systems Mapping contract. First District Magistrate Sam Small seconded the motion for discussion. Keown said he would support the renewing of the contract if it were for three months and then the court would revisit the issue. Ralph said that would be fine, but she knew she’d need him longer than three months. Johnston amended his motion to renew Smith’s GIS Systems Mapping contract subject to revisit and review in three months. Small, again, seconded the motion. After a roll call vote, the motion passed unanimously. — Johnston appointed an Administrative Code Committee. The committee would be charged with meeting up to twice a year. Those appointed were Keown, Renetta Romero, Brenda Renfrow, and Allan Lacey.

Fiscal Court gives raises, hires golf course help

At its April 28 meeting, the Ohio County Fiscal Court hired personnel, approved a pay raise for the County Road Department, advertised for bids on a truck, replaced the batteries in the weather sirens, and got rid of the citizen sign-up sheet at its meetings. — The Ohio County Community Golf Course advertised for part-time seasonal employees. At the April 28 meeting, the golf course asked the fiscal court to hire Mackenzie Clothier as a seasonal golf course attendant. Second District Magistrate Jason Bullock reminded the court the golf course wasn’t going to hire any more seasonal workers, but this was a special case. It was explained Clothier would only be working as needed or when other golf course employees had time off. Clothier is expected to only work until mid-August. Ohio County Judge-Executive David Johnston made a motion to hire Clothier as a seasonal golf course attendant at $8.50 per hour effective May 3. After a roll call vote, the motion passed unanimously. — During the time for committee reports, Fourth District Magistrate Larry Keown had some motions to make, according to Johnston. Keown made a motion to raise the pay of road department seasonal hires to $12 per hour, effective May 4. Fifth District Magistrate Larry Morphew seconded the motion. The former pay rate for seasonal hires was $10 per hour. He believed the county would receive more qualified applicants to the road department if the pay rate was raised to $12 per hour. After a roll call vote, the motion passed unanimously. Keown next made a motion to raise the pay of full-time workers at the Road Department to $12 per hour, effective May 4. The motion was seconded by Third District Magistrate Joe Barnes. The former pay rate of the full-time workers was $10 per hour. After a roll call vote, the motion passed unanimously. The pay raises for the road department were included in the Fiscal Year 2015-2016 budget. Keown made a motion the fiscal court advertise for bids on a used two ton truck with a diesel engine and air brakes. Barnes seconded the motion. After a roll call vote, the motion passed unanimously. — In March, the fiscal court approved the replacement of batteries at three emergency siren systems in the county. EMA Director Charlie Shields told the court the rest of the batteries will continue to go out until all have been replaced. The court decided to look into replacing all the sirens at a future meeting. First District Magistrate Sam Small made a motion the court replace all the batteries in the emergency siren systems for $4,332.12. The money will be transferred from the Reserves Fund to the Community Contributions Fund and paid out of it. County Treasurer Anne Melton was authorized to issue the check for the completed work. Bullock seconded the motion. After a roll call vote, the motion passed unanimously. — Morphew made a motion the fiscal court hire Melton as the county treasurer for a term of four years, effective July 1, 2015. Bullock seconded the motion. Johnston mentioned the job of county treasurer was the only job the magistrates put up for hire. All other county employees are put up for hire by the judge-executive. After a roll call vote, the motion passed unanimously. — Since the beginning of the year, there has been a sign-up sheet for the names of citizens who want to speak at the fiscal court meetings. During the last several months, there has been some contention about having to sign-up before the meeting to be able to speak after it. Barnes made a motion the fiscal court do away with the sign-up sheet and let anyone who wanted to speak at the end of the meeting speak. Morphew seconded the motion. During discussion, Barnes said he’d seen no issues with people speaking before the sign-up sheet was enforced and didn’t foresee any future problems. Johnston said the sign-up sheet was used to help keep order during the meetings. Barnes didn’t believe the court had any issues keeping order. Both Small and Bullock agreed there were no issues keeping order during the meeting, but they would like to be able to revisit the issue of a sign-up sheet if keeping order does become a problem. After a roll call vote, the motion passed by a 5-1 vote. Johnston was the lone no vote.

Both pitchers were on their games for most of the contest. Ohio County got its run in the top of the second inning, on Will Davis’ leadoff walk and two-out singles by Brice Phelps and Michael Griffin. Hundley would shut the visiting Eagles out the rest of the way. Jake Griffin was in command for the first three innings, but had control problems in the bottom of the fourth, walking the first three Apollo batters. A sacrifice fly plated the tying run with the second crossing when Ohio County could not complete what could have been an inning-ending double play. Zach Johnson replaced Griffin on the mound in the bottom of the fifth, and managed to work out of a bases-loaded jam. Apollo also loaded the bases in the bottom of the sixth but the OCHS defense again held. Blaine Gillim led off the top of the seventh with a single, and was sacrificed to second by Davis to set up the potential tying run. Hundley then recorded a strike out for the second out of the inning, walked Jake Griffin, and got another strike out — his seventh of the night — to end the contest.

Mistake-free, for the most part, everybody battled. It’s a shame you have to have a loser. It’s pretty much the same thing that happened last year, another hard-fought game, it just so happened that last year we were on top, this year they’re on top. Can’t fault the effort, we had a chance, we had the tying and winning runs on base but we just couldn’t get it done.” Tuesday’s loss ended the high school careers of Jake Griffin, Zach Johnson, Kiah Gledhill, Nate Morris, and Lee Dorris. In other first-round games Tuesday: 11th District runner-up Hancock County stunned 12th District champion Grayson County 3-2, 11th District winner Meade County came back to beat Ninth District runner-up Daviess County 9-8, and 10th District champs Muhlenberg County also rallied from an early deficit to beat 12th District runner-up Whitesville Trinity 4-2. The tournament semifinals are scheduled for Wednesday at Edmonson County High School in Brownsville with the regional championship set for Thursday. GlennStewartGlen Stewart, 86, passed away Tuesday, May 26, 2015, at his residence. He was born on March 29, 1929, in Echols, to the late Lofton D. and Mary Jane Fulkerson Stewart. He was a member of Rockport Baptist Church, U.S. Navy Veteran of the Korean War, and retired electrician for Peabody Coal Company. Glen also was a member IBEW and worked on many building across the country such as the Time Life Building in New York. He was very proud of climbing to the top of the TVA Smoke Stacks where he put the lights on them. Glen was avid hunter enjoying turkey, deer, and quail hunting with his bird dogs. Beside his parents he was preceded in death by two brothers, Jim Stewart and Duane “Buck” Stewart. Survivors include his wife of 67 years Coleen Hoskins Stewart, of Rockport; one son, Joel Seth (Marcia) Stewart, of Echols; one daughter, Leah Michelle Stewart, of Rockport; two sisters-n-law, Margie Stewart and Hilma Stewart, both of Beaver Dam. Glen was blessed with two grandchildren, Justin Bradley Stewart, and Allison Renee Stewart; and one great-grandchild, Casen Wyatt Stewart, and two stepgreat-grandchildren, Jayden Bullock, and Aiden Bullock. Funeral service will be held at 12:30 p.m. Friday, May 29, at William L. Danks Funeral Home, in Beaver Dam, with Rev. Charles Brownd and Rev. Brent Howard officiating. Burial will be in Pond Run Cemetery in Echols with military honors provided by the Wesley Phelps Honor Guard. Visitation will be from 4 p.m. until 8 p.m., Thursday and 9 a.m. until time of service Friday at the funeral home.
