Leitchfield Police searching for missing boy

[caption id="attachment_24572" align="alignright" width="255"]James Evert Vincent James Evert Vincent[/caption] According to a press release from the Leitchfield Police Department, the Leitchfield Police are currently investigating a missing juvenile case. James Evert Vincent, 17, of Leitchfield, was last seen by a guardian when he was dropped off for school at the Grayson County High School on Nov. 25. He was reported as missing on Nov. 26. Physical description is as follows: white male, around 5 feet, 6 inches tall, 130 pounds, brown hair, blue eyes. Vincent has a tattoo on his left arm of a Chevrolet emblem with his name inside. He was wearing a partial beard when last seen. If anyone has any information on the whereabouts of this juvenile, please contact the Leitchfield Police Department (270) 259-3850, or ANY law enforcement agency immediately. He is currently entered into NCIC as a missing person.

LeviBarrowLevi Barrow, 89, of Morgantown, Ky., passed away Sunday, Nov. 30, 2014, at the Medical Center in Bowling Green, Ky. Levi was born on Saturday, May 16, 1925, in Butler County, Ky., to the late L.C. and Stella Hatcher Barrow. He was a member of Shiloh Church of Christ, World War II Army Veteran, life long farmer, school bus driver for the Butler County Board of Education for 13 plus years and worked at the Green River Feed Mill for 40 plus years. Other than his parents he is preceded in death by one grandson Larry Ward and one son in law Ronald Tines. Levi Barrow is survived by his loving wife of 68 years Martha Margaret Barrow, of Morgantown, Ky.; two daughters, Stella Barrow and Linda Faye Tines, both of Morgantown, Ky.; one son, William L. Barrow, wife Cynthia, of Morgantown, Ky.; six grandchildren, Scottie Ward, wife Jamie, of Morgantown, Ky., Deanna Jenkins, husband Chelcey, of Morgantown, Ky., Jonathan Tines, wife April, of Tampa, Fla., Wendy Swift, husband Kenny, of Morgantown, Ky., Kayla Barrow, of Morgantown, Ky., and Kate Barrow, of Richmond, Ky.; and seven great-grandchildren, Kasey Ward, of Bowling Green, Ky., Levi Gage Ward and Jacie Ward, of Morgantown, Ky., Heidi Barks, husband Jacob, of New York, Katlyn Morgan, of Beaver Dam, Ky., Trevor and Kelsey Jenkins, of Morgantown, Ky., Alyssa and Jonah Swift, of Morgantown, Ky., and Elijah Barrow, of Morgantown, Ky. Funeral services will be held at the Jones Funeral Chapel Wednesday Dec. 3, at 12 p.m. with Bro. Larry Orange officiating with burial in the Shiloh Church of Christ Cemetery. Coach Matt Brigance[/caption] Ohio County High’s boys’ basketball team is under new management (kind of) as they open the 2014-‘15 season. Paul Decker’s nine-year tenure as Eagle head coach ended this past summer when he took an administrative position at Beaver Dam Elementary. But the OCHS administration didn’t have to look too far for a replacement, hiring Decker’s former top assistant Matt Brigance to replace him. Brigance, who assisted Decker for five seasons, was OCHS’ head girls’ basketball coach the past two seasons, guiding his Lady Eagles to a 44-17 record. He was not the first Eagle assistant to take the girls’ head position, but he is the first in school history to move from a head coaching spot in one to the other. Trace Young[/caption] Joey Minton, who followed Brigance to the girls’ program, returns with him to the Eagles as junior varsity coach. Billy Garner will coach the Eagle freshman team with new assistant Nick Knight helping out with all three squads. Ohio County lost four senior starters to graduation, leaving Brigance with a lot to replace. “The big thing for us is to get better every day,” Brigance said recently. “We need some guys to step up and play a bigger role this year. Most of all, we want to be a physical and mentally-tough basketball team. To out-rebound our opponents and be very sound fundamentally on defense. Our overall goal is pretty simple, we want to win the 10th District and compete for the Third Region title. Conner Wilson[/caption] Sophomore Trace Young, who has been getting a lot of interest from Division I schools, is the lone returning starter and should be joined on the frontline by junior forward Travis Carter and sophomore forward Ross Tichenor. Senior Drew Wagler may get some starts at small forward if his coach wants a quicker lineup. Sophomore Connor Wilson got game experience early last season and will be vying to play point guard for Brigance’s team. But the x-factor for this team could be mercurial senior guard Johnathan Callaway. Callaway is a slasher who will get to the basket if not stopped. If he can play under control and make good decisions in Brigance’s transition offense when drawing defensive attention, he could play havoc with opposition game plans. Senior guard Austin Segers was solid in spot play last year, and is an outside shooting threat. Senior Nate Morris also had some good outings at guard and is joined by senior Blaine Patterson, back after missing most of the past two seasons recuperating from knee surgeries. Sophomore Jay Newcom and freshmen Dylan Decker and Logan Sandefur will push for minutes at guard, as well. “I think we have a lot of athleticism and depth,” Brigance commented. “We have good team speed and have the potential to be a very good shooting team, as well.” “We want to push the ball in transition and get a lot out of our primary break,” the coach said. “But for us to do that we must be able to stop people in the half-court and rebound the basketball...I think we have the potential to have a very good inside-outside game. We really want to space the floor and create mismatches, when possible, and learn to make the extra pass...right now we need to improve our team chemistry and learn to play together.” “We have a ways to go defensively,” the coach continued, “right now we don’t understand the concept of team defense, but I think we have the potential to be a good defensive team.” First game: 12/2 — Ohio Co. and North Hardin — 7 p.m.

At the Nov. 25 meeting of the Ohio County Fiscal court, the court approved a motion to close another section of Salings Lane, approved a motion to pay the City of Rockport for a construction project and County Clerk Bess Ralph talked to the court about its computerized voting machines. — The fiscal Court approved a motion to close a portion of Salings Lane in July, after some fact gathering, the court was set to close even more of the road. County Attorney Greg Hill read a motion to close a new section of Salings Lane. According to the motion, the part of the road to be closed is described as follows: Beginning at the intersection of Happy Hollow Road and Salings Lane; then a distance of 1,930 feet to two metal posts, or markers, in the right of way of Salings Lane. This is the beginning point of Salings Lane that is being closed. Starting there, travel 3,504 feet to two metal posts and a gate in and on the right of way of Salings Lane. This is the beginning point of a part of Salings Lane previously closed by this court by Order on the 25 day of November 2014. The county reserves an easement of ingress and egress for all purposes including utilities. Third District Magistrate Brandon Thomas made the motion to close this section of Salings Lane. Fourth District Magistrate Larry Keown seconded the motion. After a roll call vote, the motion passed unanimously. — The City of Rockport was due to receive its share of coal severance money from the coal severance priority list for a project by Tim Fields Construction. The court needed to approve Fields’ claim and authorize County Treasurer Anne Melton to send the check. Thomas made a motion to approve the claim by Tim Fields Construction and to authorize Melton to write a check for no more than $50,000. First District Magistrate Michael McKenney seconded the motion. After a roll call vote, the motion passed unanimously. — During the Nov. 13 meeting of the fiscal court, a citizen complained about a computerized voting machine at his precinct. The man said it took quite a while to vote on the machine and wondered why the county was using the computerized voting machines. County Clerk Bess Ralph came before the court to address the question about the computerized voting machines. Ralph said the name of the computerized voting machine was an E-Slate and the county had two of them. Ralph explained the E-Slate machine is handicap accessible for the hearing impaired and the county is required by federal law to use the machines. She said the county has used the E-Slate machines since before she took office. Ralph said a voter has their choice on whether to vote with the E-Slate or the E-Scan, which is the paper balloting system. If a person is directed to use the E-Slate machine, they can ask for a paper ballot. No one can be forced to use the E-Slate, Ralph said. Ralph asked anyone who had questions about the voting machines to contact her at her office.

Cummings[/caption] Like the Ohio County High boys’ team, the OCHS Lady Eagles enter the 2014-‘15 season with a new head coach. Veteran coach J.P. Cummings takes the reins of the tradition-rich Lady Eagle program from Matt Brigance who is now OCHS’s boys’ coach. The Lady Eagles open their season Thursday night hosting Grayson County’s Lady Cougars at the OCHS gym. The new Lady Eagle head coach is being assisted by returning coach Jessica Decker and two new assistants, Sarah Wood and Chaundra Young. Cummings hails from Henderson, where he played basketball well enough to earn a scholarship to Union University in Tennessee. His coaching career started at Providence, and includes stints at Madisonville-North Hopkins, Christian County, Henderson County, and Oldham County. [caption id="attachment_8764" align="alignleft" width="220"]Tate Parker Tate Parker[/caption] Cummings inherits a team that went 20-8 last year, winning the 10th District championship en route. But gone from that team are four solid seniors, including three experienced guards. The Lady Eagles have a lot of talent at forward and center but must develop its backcourt. That, of course, along with adjusting to a new coach and his system of doing things. “I would like to play fast and up-tempo,” the new coach said in a recent interview. “But right now, we’re trying to get up and down the floor and see what we can do.” The transition has been made even tougher with a preseason injury to senior Caroline Nance, his only returning guard with any significant varsity experience. It is hoped the presumptive point guard will be back sometimes in December. Until that time, the Lady Eagles’ guard duties may be by committee. That committee includes junior Lauren Loney and sophomores Shelby Adams, Adrianna Dockery, and Cristen Scoggins, with junior forward Kiana Barrett also possibly in the mix. Caroline Nance[/caption] Frontline play should be a strength, led by seniors Tate Parker and Taylor Bennett and juniors Allison Druin and Barrett. Parker, returning after missing all last season with a knee injury, was described by her coach as “one of the better athletes I’ve ever coached” while Bennett “is probably the most improved player we have on the team.” And Barrett and Druin have impressed Cummings with their overall skills—shooting, passing, and rebounding. Sophomore Chelsea Cooper has also impressed with her athleticism and aggressive play, and could be used at either guard or small forward. Rounding out the squad are sophomores Carley Everly and Allison Fulton and freshmen Cassidy Estes, Kirsten Kessinger, and Tomarah Young. “We want to be the best we can be,” Cummings said, when asked about his goals for the upcoming campaign. He expects tough competition from both 10th District foes — McLean and Muhlenberg County — and will be learning about the Third Region’s other tough teams as the season progresses.

The annual Shop With A Cop event is set for 8 a.m. on Dec. 20 this year and donations are now being accepted for this worthy cause. The Ohio County Shop With A Cop program is coordinated by Ohio County Sheriff's Deputy and School Law Enforcment Officer Jerry Critchelow. Every December, money raised for the program helps dozens of children and families by taking them shopping for toys and clothes for Christmas.  Those interested in making donations can call Ohio County High School for more information at 270-298-3366 or simply drop off your donation at the front office.

He was born on July 14, 1960, in Ohio County, Ky., to the Charles Clark and the late Lorene McDaniel Clark. Mr. Clark was employed in the hardware department at Wal-Mart, was a member of Horse Branch Christian Church, the Rosine Volunteer Fire Department as unit 317 and Friedland Masonic Lodge #863. He was preceded in death by a granddaughter, Breanna Faye Casey, and one brother, Danny Clark. Survivors include his wife, Carolyn Rudd Clark, of Rosine; four daughters, Melissa (Daniel) Jones, of Beaver Dam, Brittney Clark (Dustan Black), of Lewisburg, Ky., Robin (Scotty) Casey, of Hartford, and Kristie Hall (Jason Royal), of Rosine; one son, Aaron Wilcox, of Harrisburg, N.C.; seven grandchildren, Austin Bunch, Jonathon Phelps, Michael Wilcox, Loren Wilcox, Keegan Clark, Lexi Jones and Levi Jones; his father, Charles Clark, of Rosine; one sister, Belinda (Tony) Renfrow, of Hartford; five brothers, Jerry Clark, of Horse Branch, Eugene (Virginia) Clark, of Hartford, Wayne Clark, of Hartford, Steve Clark, of Rosine, and Harold David (Elaine) Basham, of Cromwell. At its Nov. 25 meeting, the Ohio County Fiscal Court split a bill with the Ohio County Water District, appointed members to the extension board and received the 2014 tax rate from the health department. — Walt Beasley, the General Manager of the Ohio County Water District, came before the fiscal court seeking some financial help in a matter involving a citizen’s access to water. In the 1970’s, a coal company ruined an Ohio County man's well, as they mined through land in front of his house on State Route 1245. The coal company installed a water line from the end of the county’s waterline to the man’s house to help remedy the situation. Since the installation of the waterline, the man has had several leaks, but was able to fix them. Now, beavers have raised the water level on the land and the man can no longer find the leaks. He shut off the water and installed a hydrant at the water meter. Any time the man needed water, he would go to the hydrant, fill up a tank with water and take it back home for use. Beasley was contacted about helping the man by installing new waterline. He figured the project would cost around $97,000 The price of the project was very high, so Beasley reached out to the Division of Abandoned Mine Land Agency (AML). The AML provides funds to help those who have had their well water ruined by coal mining. After Beasley spoke with the AML, it pledged $44,702. 86 to the project. There was one catch, the money could only be used to improve the county’s waterline system. The money couldn’t be used to just give one person water. The Ohio County Water District added new waterline from Happy Hollow Road to State Route 1245. This not only provided water to the man with the problem, but improved the county’s waterline system. Subtracting what the AML put into the project, the project cost $53,136.77. Beasley said the water district would pay half the bill, if the fiscal court would pay half. County Attorney Greg Hill asked if any work was done on private property. Beasley said there was none, only on county and state property. Ohio County Judge-Executive David Johnston made a motion the fiscal court pay half the bill ($26,568.33) of the waterline project and to pay it out of the Waterline Prioritization Fund. Fourth District Magistrate Larry Keown seconded the motion. Johnston also wanted the project to be added to the Waterline Priority List and moved to the top of the list. After a roll call vote, the motion passed with a 6-0 vote. — Johnston announced he had to appoint two members to the County Extension Board. He first nominated Alton “Doc” Crowe to the extension board. Third District Magistrate Brandon Thomas seconded the motion. After a roll call vote, the motion passed unanimously. Crowe will be replacing a board member who reached their maximum term limit. Johnston next made a motion to re-appoint Linda House to the extension board. Thomas seconded the motion. After a roll call vote, the motion passed. Both appointees will serve a two-year term. — Deborah Fillman, Public Health Director of the Green River District Health Department, presented the fiscal court with the health department’s tax rates for the year. The health department tax rate is 3.5 for 2014. The rate has stayed the same for the past several years. Keown made a motion to accept the health department’s tax rate. Thomas seconded the motion. After a roll call vote, the motion passed by a 6-0 vote.
