County hires employee, buys fairway mower for golf course

The Ohio County Community Golf Course is set to open at 7 a.m. Saturday morning. Blue and white checkered hold flags are placed in the greens.

The Ohio County Community Golf Course is getting a new part-time employee, a fairway mower and an extension to the contract of its golf course supervisor.

During the July 23 meeting of the Ohio County Fiscal Court, Second District Magistrate and head of the Golf Course Committee, Jason Bullock had a few items to discuss with the court about the Ohio County Community Golf Course.

The fiscal court advertised for a job at the golf course for a clubhouse worker. Two of the three applicants were interviewed with the third applicant bowing out.

Bullock made a motion to hire Kristina Chapman at the Ohio County Community Golf Course as temporary employee for 40 hours per week at $9 per hour, effective July 21. The motion was seconded by Fifth District Magistrate and Golf Course Committee member, Kenny Autry. Bullock explained the money for the temporary position was in the budget. After a roll call vote, the motion passed unanimously.

Bullock then told those in attendance the fiscal court budgeted money for a golf course supervisor, but the court has decided not to fill that position this year. Currently, Barry Griffin is the golf course supervisor, though he is contracted as a part-time employee.

Bullock recommended the court extend Griffin’s contract by two months with the only change being his work hours. Griffin works at the golf course 24 hours a week. He will now only work ten hours a week. Griffin will be tasked with managing the greens and ensuring matters will be taken care of in the fall to help the golf course be ready for its opening early next spring.

Bullock made a motion to extend Barry Griffin's contract at the Ohio County Community Golf Course for two months as a part-time employee whose work hours will not exceed 10 hours a week. The motion was seconded by Autry.

After a roll call vote, the motion passed 5-1 with Thomas voting no.

Bullock reminded everyone the fiscal court advertised for bids on a fairway mower for the Ohio County Community Golf Course. The court received only one bid from Wolf Creek Company Distributions in Ohio. Wolf Creek Company submitted a bid for $23,000.

Bullock made a motion the fiscal court accept the bid from Wolf Creek Company Distributions for $23,000 for a fairway mower for the golf course. The funds are to be taken out of the Golf Course Expense Account. Autry seconded the motion.

Thomas asked Johnston if the money to be used for the fairway mower purchase was from money budgeted for the golf course for fiscal year 2013-2014. Thomas was informed the money was not from the golf course’s budget, but from the 2013 budget surplus.

At the end of each fiscal year, the fiscal court may have a surplus of funds due to unanticipated fees or revenues. This surplus of funds is usually added to the next fiscal year’s budget, with some of the surplus funds going to the magistrates and judge-executive as discretionary money.

Before the fiscal court meeting on Tuesday night, the fiscal court members, minus Thomas, met as the Needs Assessment Committee to decide how to divide up fiscal year 2012-2013’s surplus money. The fairway mower will be paid for with surplus money.

Bullock amended his motion to allow county treasurer Anne Melton to transfer money into the Golf Course Expense Fund and write the check to Wolf Creek Company Distributions for the fairway mower.

Johnston then asked for a roll call vote. The motion passed 4-2 with Thomas and Keown voting no.
