During the Jan. 27 meeting of the Ohio County Fiscal Court, the court heard from the Soil Conservation District and health department, signed a contract to lease golf carts, approved a motion to advertise for bids for road equipment and created a new committee.— Darren Luttrell, a representative of the Ohio County Soil Conservation District, gave a report on the district for 2014.The district was formed in 1949 and its members are Darren Luttrell (Chairman); Cletus Greer (Vice-Chairman); Walter Porter (Treasurer); Jason Anderson; Garry Igleheart; Brian Milligan and Mike Newman.The district meets the third Thursday of each month at 7:30 a.m. at the local USDA Service Center. It receives around $50,000 a year through a millage tax. The district provides grants to schools to promote agriculture, scholarships to students, support to the Junior Achievement, etc.To read a detailed report of the Ohio County Soil Conservation District, click here.— Ohio County Judge-Executive David Johnston invited Becky Horn and CeCe Robinson to address the court on behalf of the Ohio County Health Department. Horn and Robinson were there to ask the court to once again consider a smoking ban in Ohio County. The ban would cover public places, such as restaurants and other businesses.Several years ago, a committee was formed to look into Ohio County’s second hand smoke problems. After researching the options, the group came before the fiscal court asking for a smoke free ordinance for Ohio County. After receiving the group’s recommendation, it fell on the fiscal court to make the next move. No votes were ever cast on a smoking ordinance. It was felt, by those on the court in favor of the ordinance, there were not enough votes to pass the ordinance.During her presentation on Jan. 27, Horn cited two polls of citizens, in which a majority of those polled were in favor of a smoking ordinance. The main goal of the smoking ordinance would be to protect the citizens, Horn said.“We’re not taking away their right to smoke,” Horn said. “We’re just asking them to take it outside, where they aren’t affecting other people. Their rights end, when they start to affect the health of others.”Both she and Robinson told the fiscal court the state was going to pass a no smoking law in the near future. They believed the county shouldn’t sit back and wait for the state.After Horn and Robinson finished speaking, Johnston asked the committee looking into the smoking ordinance to meet and come back and speak to the court in February.To hear this portion of the fiscal court meeting, click here.— Christie Chapman, with the Ohio County Golf Course, presented the fiscal court with a contract to lease golf carts for the golf course. This year the course scaled back on the number of golf carts to lease.Last year the county leased 16 golf carts, this year it will be 12 golf carts. Second District Magistrate Jason Bullock said the reduction of golf carts would save the county around $3,000.Bullock made a motion to approve the 2015 golf contract with Tuckers Golf Cars. First District Magistrate Sam Small seconded the motion.Fifth District Magistrate Larry Morphew asked Chapman how much the golf course made on cart rentals. She didn’t have the figures in front of her, but both she and Bullock said the rentals almost brought in as much as the lease contract payment. Because the golf course didn’t break even on the golf cart lease contract, it was decided to lease 4 fewer carts this year.“Eventually, when times get better, we’ll look at other options on the golf carts,” Johnston said. “We may look, at some point, buying the carts, when the revenue from the golf course comes way up.”After a roll call vote, the motion passed unanimously.— The Road Committee met and as a result, Keown made a motion the fiscal court advertise for bids for a new backhoe, loader, and single axle truck for the county road department. Morphew seconded the motion.After a roll call vote, the motion passed unanimously.— At the end of the meeting, Johnston announced he would be forming a new committee made up of citizens called the Unbridled Spirit Committee. The committee will meet in the future and bring recommendations to the court on ways to improve the life of the people of Ohio County.The committee members will be Judy Chinn; Wilda Hardesty; Shelia Decker; Jamie Simpson; Ce Ce Robinson; Garnett Beatty; Paul Sandefur; Fonda Brown; Tammy Goff; Mary Ann Cleveland; Sarah Beth Cole and Rev.
