OC Fiscal Court hears animal shelter report, continues sheriff’s transition

During its Jan. 13 meeting, the Ohio County Fiscal Court heard a year-end report on the Ohio County Animal Shelter, approved the county clerk's and sheriff's maximum amount of money to be paid to deputies and assistants and continued the transition from the outgoing sheriff to the incoming sheriff. — Ohio County Judge-Executive David Johnston asked animal control officer and county dog warden Traci Ward to come before the fiscal court with an update on the Ohio County Animal Shelter for 2014. Ward handed statistics to each member of the court. Ward described the shelter’s numbers as “awesome” and said the shelter was now considered a low kill shelter. Intakes at the shelter for 2014 were down around 200 from the previous year. The rate at which animals are euthanized also went down for 2014. Of the 1,442 animals taken in by the shelter, only 199 were euthanized. Most of the euthanizations were for sick or severely injured animals, as well as vicious animals. Only 36 animals were euthanized due to lack of space in the shelter. Most of the animals picked up by the animal shelter were returned to owners, adopted out or sent to rescue shelters. Johnston thank Ward and everyone for the “significant” improvement at the animal shelter. “I believe (the improvement is due to) the animal control officers and their aggressive work, the rescues and the fosters, and the adoptions, all this put together has helped with the (animal shelter’s) numbers,” Johnston said. “You all should be commended for that work and all the partners you take on to help with this.” To view a PDF of the 2014 Animal Shelter statistics, click here. — The fiscal court had to approve the Ohio County Clerks’ annual order setting the maximum amount for deputies and assistants. According to the minutes of the meeting, the fiscal court shall fix annually the maximum amount, including fringe benefits, which the officer may expend for deputies and assistants. The fiscal court of Ohio County in compliance with state law hereby sets the maximum amount which the Ohio County Clerk of Ohio County may expend from fees during calendar year 2015 at $233,501.00 for deputies, assistants and other employees. The maximum amount as set includes all amounts paid from fees for: Full time salaries and wages - Overtime wages - Part time salaries and wages - Vacation and sick leave - Health insurance - Insurance other than health - Employer match SS/Retirement Accept Annual Order Setting Maximum Amount for Deputies and Assistants. Fourth District Magistrate Larry Keown made a motion to approve the county clerk’s order setting the maximum amount for deputies and assistants. Fifth District Magistrate Larry Morphew seconded the motion. After a roll call vote, the motion passed. — Next the court was to approve a motion to give the Ohio County Sheriff $300 to use for change purposes in his tax office. In the past, the sheriff would write a check out of his own account for the $300 in change. The county’s auditors suggested the county should write the $300 check and give it to the sheriff to use for change. At the end of every four years, the money will either stay in the incumbent sheriff’s office or be transferred to the new sheriff’s office. Third District Magistrate Joe Barnes made a motion to write a check for $300 to give to the sheriff for change purposes in his tax office. Second District Magistrate Jason Bullock seconded the motion. After a roll call vote, the motion passed unanimously. — The fiscal court had to next transfer the remaining amount of property taxes to be collected from outgoing Sheriff David Thompson to incoming Sheriff Tracy Beatty. The total amount of taxes to be collected by the sheriff’s office is $7,692,973.90. Of that number, $1,036,692.40 remains to be collected. The remaining amount of tax money to be collected is now the responsibility of Beatty’s office. Barnes made a motion to approve the transfer of taxes from outgoing sheriff to incoming sheriff. First District Magistrate Sam Small seconded the motion. After a roll call vote, the motion passed unanimously. — Just like the county clerk, the fiscal court needed to approve the sheriff’s annual order setting maximum amount for deputies and assistants. According to the minutes of the meeting, the fiscal court shall fix annually the maximum amount, including fringe benefits, which the officer may expend for deputies and assistants. The fiscal court of Ohio County in compliance with state law hereby sets the maximum amount which the Ohio County Sheriff of Ohio County may expend from fees during calendar year 2015 at $691,898.00 for deputies, assistants and other employees. The fiscal court will allow any money obtained by the Sheriff of Ohio County for payroll purposes, through grants or other funding sources, to be transferred into the payroll account as money is received. The maximum amount as set includes all amounts paid from fees for: Full time salaries and wages - Overtime wages - Part time salaries and wages - Vacation and sick leave - Health insurance. Keown made a motion to approve the sheriff’s annual order setting maximum amount for deputies and assistants. Barnes seconded the motion. After a roll call vote, the motion passed unanimously. — Beatty then presented his proposed budget for 2015 for the court’s approval. Motion to approve the sheriff’s 2015 proposed budget was made by Keown and seconded by Morphew. After a roll call vote, the motion passed.
