OC Fiscal Court divides year-end surplus money

The Ohio County Fiscal Court had a special-called meeting Tuesday to decide how it would use surplus money left over from the past fiscal year. The 2013-2014 Fiscal Year ended on June 30 with surplus money left in the General Fund, the Local Government Economic Assistance (L.G.E.A.) Fund (coal severance money) and the county’s Road Fund. The court had a surplus of $76,463 in the General Fund, $142,012 in the L.G.E.A. Fund and $261,967 in the Road Fund. At the meeting, the court members each received a Needs Assessment List of different entities seeking money for projects. The fiscal court went over the list and heard from those in attendance who were requesting money from the county. To begin the meeting, county attorney Greg Hill asked the court for help in renovating the district court room in the Community Center. The district court room opened around 1980 and other than replacing the carpet several times, it has never had any renovations. Hill said the estimated cost of renovation was about $90,000 and he believed the Administrative Office of the Courts would pay for half the amount. Hill asked the court to pay the other half. Ohio County Judge-Executive David Johnston told the court members the renovation of the district court room should have been in the 2014-2015 budget and apologized that it wasn’t. He also said the court made a commitment to fund half the renovations a while back and wanted this to be the top priority when appropriating surplus money. There were no objections from the other court members about funding the district court renovations and $45,000 of the surplus General Fund money was assigned to the project. Next the court members discussed payment for the ambulance recently purchased for the Ohio County EMS. The county has already paid $36,000 toward the purchase of the ambulance. The court decided to take an 18 month loan from the Green River Development District (GRADD) and assign $62,520 from the L.G.E.A. Fund as the first year’s payment on the loan. Johnston thought the court could find the rest of the money for the ambulance as the fiscal year progressed. The discussion then turned to using surplus funds to pay for aerial photos, or a pictometry, of the county for use by the PVA, Ohio County EMA, Ohio County Dispatch and other agencies. The cost of the pictometry was around $56,000 and would be paid over the next three years. Several court members wondered if the pictometry was worth the cost. After further discussion, the court decided to wait until next year to purchase the pictometry. The discussion moved to tourism. At an earlier meeting, Treg Ward, the former head of Ohio County Tourism, asked the court for around $27,000 for promotional and advertising costs. He later resigned from the position. The court had already budgeted $5,000 for the 2014-2015 Fiscal Year. Fourth District Magistrate suggested the county give Ohio County Tourism $10,000 to be added to the $5,000 budgeted for 2014-2015. After some discussion, the court agreed on that total. The $10,000 for Ohio County Tourism will come from L.G.E.A. surplus money. Later in the meeting, representatives from Tamarlane Industries came before the court seeking financial help. Tamarlane was facing some lean times due to the shutdown of a production line and was hoping the county could provide some help. The county pledged $10,000 of L.G.E.A. money to the business as the court has done regularly for several years. By the end of the meeting, the court went on to give $10,000 to both the Ohio County Health Coalition and Together We Care, $18,000 to the Ohio County Senior Center for a passenger van, $5,000 to the Kentucky Mesonet, $4,000 to the city of Rockport and $3,000 for both a cemetery marker at the golf course and tree removal at the Ohio County Museum. The money for these projects will come from the county’s L.G.E.A. surplus funds. The court decided to keep $6,492 in reserve from the surplus L.G.E.A. Fund. In addition to the district court room renovations, the court also pledged $25,000 to community contributions to be split among the magistrates, $4,000 to the community dumpster program and $2,463 to a memorial for fallen Ohio County Firefighters from the General Fund surplus money. At the end of the meeting, the court divided up the surplus Road Fund money. The $261,967 was divided among the magistrates by the percentage of county roads in their district.
